    Whenever a person is NOT allowed his right to file a police report/complaint(until AFTER a statue of limitation expires), the statue of limitation, is NULL-N-VOID!
    My brother tried to dial (911) on MANY occasions when he was being assaulted by guards at Chester MHC, but the SWITCHBOARD OPERATOR;ease dropping on his calls, would disconnect his calls;causing interference in him reaching thew police to request his right to file a police report and press charges against the guard(s) who assaulted him.
    The prior head administrator(Patricia Kelley-Mosbacher), is also involved in the COVER UP of ABUSES orchestrated against our David P.
    At this time, JEFF PLESKO was the "attorney" for the patients at Chester, but he stated(during a call with him;FOIA records), that, "if I don't receive a complaint from the patient within (60) days, when I do receive one, I can write it up as 'UNFOUNDED".
    This confirms that any complaints that were filed, were filed, AFTER these (60) days passed, which would make the complaint to appear to be'UNTIMELY'!
    There is a HOST of state of Illinois employees(working at Chester MHC), who has been involved in the COVER UP of ABUSES(and rapes), orchestrated against David for many years and we will NOT be intimidated nor will we stop until we receive justice against them!
    With David being FORCED PSYCHOTROPIC drugs for all those years(20), we are glad that we have the common sense, to document everything(including PHOTOS of injuries done to his person) that he has been subjected to for the entire time he has been a patient at Chester Mental health Center, located at 1315 Lehman Drive, P.O.Box, 31, Chester, Illinois, 62233-0031!
